Attended Kennedy High School; University of Maryland, College Park, B.A. (law enforcement), 1976; University of Baltimore School of Law, J.D., 1979. Admitted to Maryland Bar, 1980. Attorney. Member, Maryland State Bar Association. President & general counsel, Kramer Enterprises, Silver Spring. President, Montgomery County Chamber of Commerce, 1992-93. President, Shopping Center Management Association, 1999-2000 (executive committee, 2000-). Chair, Montgomery County Police and Fire/Rescue Awards Program, 1995-98. Board of Trustees, Maryland College of Art and Design, 1995-2004. Board of Directors, Graffiti Abatement Partnership of Montgomery County; Montgomery County Friends of the Library.
